The first operating step
Mobile before permanent.
Phase 1 is the immediate proof-building lane: insurance, administration, equipment, supplies, water, PPE, transport capacity, and focused support for FFEART and responders.
The campus is not a replacement for Phase 1, and Phase 1 is not presented as a completed campus. Each lane keeps its own budget, eligibility, attachments, and funding asks.
The long view
A permanent rural-readiness campus—advanced by proof, not promises.
The planning target is ambitious. The path is disciplined: governance, site-control options, due diligence, preliminary design, funding commitments, approvals, construction, inspection, and phased opening.
